Family Independence Administration provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as: temporary cash assistance, SNAP, child care, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc.

Under the direction of the Deputy Regional Managers, with great latitude for the exercise of independent action and initiative, the Job Center Director is responsible for the overall administration and functioning of the FIA Job Center to assist public assistance recipients to achieve their highest level of self-reliance by providing a continuum of services, including Public Assistance (PA) and food stamp benefits, job search, and other related services targeted to this population.

This position is interchangeable and is utilized in any FIA Job Center/Model Office location or specialized FIA Job Center/Model Office location which includes, but is not limited to, the Family Services Call Center, Union Square Job Center, Refugee Job Center, and Residential Treatment Services Center.

The Family Independence Administration (FIA) is recruiting for one (1) Administrative Job Opportunity Specialist NM II, to function as Job Center Director, who will:

  1. Direct the on-site management, planning, and monitoring of all activities that contribute to the timely delivery of varied public assistance to eligible persons/families, ensuring expenditure of public funds complies with Federal and State laws and all relevant Agency policies.
  2. Oversee activities of various program components of the Family Independence Administration Job Centers/Model Offices, including specialized centers, to facilitate service delivery, minimize wait times, and support participants in achieving self-sufficiency.
  3. Lead efforts in implementing Welfare Reform, ensuring all able-bodied recipients participate in work-related activities, overcoming barriers to self-sufficiency, and meeting Federal participation rates; maintain relationships with employment vendors.
  4. Manage recertification activities to ensure compliance with mandates, uphold participant dignity, and maintain positive community relationships.
  5. Supervise and support staff in application and recertification functions, act as the Job Center's principal representative, and respond to service complaints.
  6. Oversee daily operations, including case management functions, screening, referrals, advocacy, and coordination of services.
  7. Identify staff training needs, develop and evaluate training programs, monitor staff attendance, and assess training effectiveness.
  8. Develop and monitor productivity protocols, analyze problems, and prepare management reports with recommendations.
  9. Manage the Fair Hearing process, improve success rates, and ensure timely service delivery and compliance.
  10. Manage performance goals, prepare reports, and coordinate JobStat presentations to improve performance.

Hours/Shift: 8:30am – 5:00pm

Minimum Qualifications:

  • A baccalaureate degree plus four years of relevant full-time experience, including at least 18 months in a supervisory or managerial role; or
  • A high school diploma plus eight years of relevant full-time experience, including at least 18 months in a supervisory or managerial role; or
  • Education and/or experience equivalent to the above, with college credits substituting for experience on a semester credit basis, but with at least a high school diploma and supervisory experience.

  • Well Organized, Excellent Communication Skills, Knowledge of Cash Assistance Processes, Strong Leadership and Supervisory Skills, Ability to work in a fast-paced environment.
